Families in Venezuela’s earthquake zone searched collapsed buildings for loved ones with borrowed tools and bare hands, saying official help came too late.

LA GUAIRA, Venezuela — Volunteers tied a cable from a pickup truck to the crumpled building and revved the engine, hoping the force would pull away enough debris to reach the woman trapped inside.
