Shreveport Police Chief Wayne Smith said the federal Bureau of Alcohol, Tobacco, Firearms and Explosives is probing how Shamar Elkins obtained the assault-style pistol used in the shooting, which he described as a domestic violence incident.
The ATF declined to comment.
