A fire was reported just before 3:30 p.m. at the facility on Richmond Terrace in Mariners Harbor, police said, and an explosion was reported about 45 minutes later.

The New York City Fire Department said there was a fire in the basement of a small metal structure behind shipping docks, with two workers trapped.
