Despite a downgrade from tropical storm to tropical depression after its South Carolina landfall Sunday, Chantal promised to bring heavy rain to North Carolina and Virginia.

Flood watches were in effect for central North Carolina and south-central Virginia as the tropical cyclone moved north-northeast at 10 mph, according to the National Hurricane Center in Miami.

There's an elevated risk of flash flooding in those regions, with storm totals possibly reaching 6 inches, it said.

"Tropical Depression Chantal will continue to produce heavy rainfall across portions of central North Carolina and south-central Virginia into Monday," the center said in a public advisory.

Verified cellphone video showed water pooling on the streets of Moore County, North Carolina, on Sunday. And in the town of Southern Pines and in the village of Pinehurst, both in Moore County, verified cellphone video appeared to show flash flooding.
