Two people were killed, and six others injured in the shooting, which happened on a crowded street as people were celebrating Halloween.
Police said they responded to initial reports of shots fired, when a few minutes later, officers witnessed a second shooting a short distance away.
A 17-year-old male has been arrested.
Those injured were in a stable condition, authorities said.
