The incident took place in Ha Long Bay, a popular tourist destination in the north of the country.

Most of the passengers were reportedly Vietnamese families visiting from the capital Hanoi. Local police said 10 people had so far been pulled from the water alive.

The devastated mother of a 21-year-old victim said she wished she could change places with her son. "All I want to do is die", she cried.

"I don't want anything in this world anymore, I'm so tired," Nguyen Thi Lien told the Reuters news agency.
