The former Bank of England governor addressed a crowd of Liberal supporters after the result of the leadership contest was announced on Sunday evening.
In his speech, Carney pledged to maintain retaliatory tariffs "until the Americans show us respect".
While Donald Trump last week signed orders significantly expanding the goods exempted from his new tariffs on Canada, the White House said 62% of imports from Canada may still face tariffs.
