Multiple tornadoes reported in Texas as millions face storm risk

There were multiple reported tornadoes in Texas along with widespread flooding. Millions were under risk of severe storms in the southern Plains. In the Pacific Northwest, a new atmospheric river took aim at the region with wind, rain and snow. NBC News' Dana Griffin reports.
